The best bad idea

I have a question for my fellow bloggers out there. What does the following Phrase mean:  "This is the best bad idea we have ever had."  does this mean it is the absolute worst idea or is it a bad idea just not that bad at all? I don't know what it means and I don't even know if this post makes sense. If you have an answer to this question please leave a comment.

    I used to have a writing activity where students had to come up with the worst poems or the worst titles. And I guess if we picked the title we thought was the worst it would also be the best bad title....and the worst one.

    I don't know.

    You, that made sense in a way that didn't make sense. And that probably doesn't make sense, but that seems to be a common theme. And my answer is when I hear someone say that, I think it means that it wasn't safe or socially acceptable, but it was fun. Which doesn't necessarily mean you should have done. I hope that made at least a little bit of sense.
